The program is named in memory of a dog that was intentionally starved by his owner. Charlie came into our care in critical condition and despite the best efforts of BC SPCA Animal Hospital staff, Charlie passed away after three weeks of intensive care. All those involved in Charlie’s case were deeply affected by the senseless act of cruelty, Charlie’s struggle, anguish and the resulting loss of his life.
